While I have never heard of its' use as a pesticide (a highly dubious claim indeed), I have heard of apatite ore being used a a fertilizer due to its' high phosphate content. Some of these ores in Tanzania are reported to contain up to 20% REEs. Is it possible this is the source of her confusion? .. on this particular point at least

Where do these farmers get the uranium dust? It sounds crazy. Do they scoop 
 it up from the ground?
Perhaps they can sell it for nuclear reactor fuel ANOTHER STRANGE  STORY

If  this is more hyped fallacy, send your thanks to Word Press for
allowing it  to be pushed out to the masses all over the world.  If
enough people  complain and provide facts, maybe they will start
looking into the wide  openess of their web pages and ask for a
differentiation between science  fact and science  fiction.
