According to IAEA, the source is Category 1:

In a Spanish newspaper (El Pais) it is said that the truck was traveling from Tijuana, near the US border, to a disposal site at Tamascalapa, in the center of the country. It is also said that the truck did not have a GPS or a way of securing the charge.

Hi Maryla, regulations are not always followed in all cases as we have seen in the past. Therefore, one can not state categorically that an incident will not occur. Let's just speculate that a truck is stolen or carjacked (a truck of course).
