Franz,
The facts are that the US signed the treaty the first day it came out even though it still awaits ratification by the senate (which Obama has promised to get done).  Austria signed it that day as well and ratified it 2 years later. 
For the treaty to go into effect there are 44 designated nuclear capable states that need to sign and have it ratified.  China, Egypt, Iran, Israel and the US have signed it but not ratified it.  North Korea, Pakistan and India haven't even signed it.
So out of the 44 needed there are only 36 that have it ratified. You have to ask yourself just what are the chances that Iran and North Korea as well as India and Pakistan are going to jump on board and open themselves up for an OSI under the CTBT?  
I'd be interested in hearing your "facts" as how the US is a major factor in delaying progress.

I recommend that everybody interested in international surveillance of events like nuclear ones or ones that could be mistaken for such as well as certain global ones like earthquakes should watch the CTBTO informations. 
This might facilitate to judge the mostly absurd messages in the news media. 
The nuclear tests conducted by India, Pakistan and North Korea have been detected, identified and correctly located. The link which Roy gave also shows other links with interesting information about former nuclear tests and the global networks of the CTBTO of many different detection systems. I noticed during recent discussions on RADSAFE that obviously nobody on the so-called International Radiation Protection Mailing List, which has developed unfortunately into an almost exclusive US-American list (!!!) is aware of what is going on in other countries or  internationally. I have participated as a member of the Austrian delegation to CTBTO for several years. I learned a lot about the verification methods for clandestine nuclear explosions and how to distinguish them from naturally occurring events like earthquakes and I also participated in CTBTO workshops, especially for the On Site Inspection. I expected everything to be ready before I would retire. Now I am retired since about 10 years and it still is not ready. This is due to the conflicting interests of states, which I sure would not discuss on RADSAFE! That the USA has been a major factor in delaying progress is nothing but a fact.

Thanks Roy for your message, this brushed up my knowledge on CTBTO!
