Olkiluoto-3 in Finland, the first European Pressurised Reactor, is six 
years late and EUR5.5 billion over budget - yet the Finns are convinced 
it will get built. Not only that, they are confident they will also be 
able to build the world's first permanent storage site for nuclear waste.
