[ RadSafe ] Repository versus disposal facility

.....Same problem with calling Yucca Mtn a "disposal facility" rather than a "repository".

I guess its our own fault for calling it "REPROCESSING" instead of "RECYCLING" - in which case instead of being prohibited - it would be required!
