IMO the issue never was the proliferation.  Think about the West
Valley Demonstration Project.  It was started shortly after this
decision.  The site was abandoned in 1972 after five years of
reprocessing and the owners walked away.  This was a disgrace and
ultimately the federal government and NY State were on the hook 90:10
to pick up the tab for the cleanup.  The site activity continues to
this day.

Any body else out there think we can ignore the coincidence that the
Western New York Nuclear Science Center (reprocessing facility)
abandonment and perhaps that the real reason for not reprocessing?
