     In America/USA Ph.D. documents are sometimes  available from 
University Microfilms.  I don't know if there is an  equivalent organization in 
Europe.  Perhaps you can email him, and he might  send you a copy.
Or maybe not.....

Independent scientist, Prof Busby talks in front of the  celebration of
the works of Yablakov on his 80th anniversary at the "Man  and
Biosphere - Problems and solutions" conference, held in Moscow  in
October 2013.

Prof Busby described the real problem with the dose  measurement system
used by western science - ICRP IAEA and UNSCEAR  etc.

Poor audio quality 30 mins approx
