Curious. You're correct - the US alone sent a ton of help. Aerial survey teams, electrical generators, technical advisors, medical advisors, and so forth. So this headline was apparently written by someone who ignored the first few months of media coverage of the event.

I thought that international assistance was offered and accepted way
back on day 1 - so, the headline that Japan is finally accepting
