Hello Philip,
Please forgive my attempt at collegiality, I saw "environmental scientist"
and made a rather tacit assumption.

Nonetheless, I understand you not wanting to "opine" on something which is
not your particular project. Please feel free on setting me right if and
when I choose to opine on EPA standards and design philosophy since I
consider myself a student on these matters and value any input from those
more knowledgeable than myself.

Lastly, please re-post when the full document comes out; I tend to let
subjects fall of the radar as I suspect other may too.
