The most common method I've seen is to use a depleted Uranium slab. Due to the energies involved with all of the betas emitted and electronic equilibrium, the surface dose rate is a constant, usually taken at 230 mRem (2.3 mSv)/hr.
Some facilities use a specific isotope, for example P-32, (and I don't remember the dose rates on that).
The beta factor is simply the known dose rate divided by the open - closed value.
For a uranium slab with commonly available hand helds (large window), it wi typically be between 3 and 5. Often for field use they will use a standard multiplier of 4.
