The material you are describing falls under the definition of byproduct 
material in 10CFR20.1003:

Depending upon what the activation products are, they might be subject to 
licensing IAW 10CFR parts 30 - 33

Also, they are subject to AFI40-201 and likely other Air Force radiation 
or hazmat instructions if the accelerator is on an Air Force, Air Force 
Reserve, and Air National Guard installation; see

What is the NRC policy/regulation  on material that becomes activated as a 
result of the nuclear interactions from a nonmedical/research  linear 
accelerator? The material is not meant to be used or distributed for its 
radiological properties. This is on a federal facility so not concerned 
about agreement state regulations on NARM.  I have seen some NUREGs but 
they are several years old.
