Be fair: it is possible that with proper application of tax dollars they will reach better than break-even, at which point the tech will be transferred at pennies on the dollar to a large energy corporation.

I suspect they will be using an advanced fuel, tax dollars.  

Energy-out will not exceed energy-in, but dollars-in will exceed dollars-out.
