If we were taking bets, my first bet would be that it is radium from pipe scale, because the fill used in the park was from an old landfill or industrial area.  I would want to hedge my bet, however, with a side bet that the contaminated material is from Fukushima, and that an activist brought it to Tokyo and spread it where it would be found, to dramatize how dangerous Fukushima is.  (yes, I know it is a bit of a stretch on skimpy data, but others are going to speculate, so I thought I'd take my turn early).
