There was an excellent article published in the health physics journal describing the history of removable contamination surveys you might find of interest: Health Phys. 76 (Supp. 2): S57-66; 1999.  Dr. Frame does an excellent job of describing the inception of contamination surveys during the 1940's.

A question has come up, more curiosity than anything else, concerning the history (particularly first use) of unrestricted release criteria/guidelines/limits for releasing materials and equipment from nuclear sites.   Was radioactive material contamination even controlled in the 1940's?
