That's odd because there are other titles there that have 1 Oct 2018 dates... 48 and 50 both have 1 Oct 2018 dates.

Thanks for forcing me to take a second look at those pages; I had blinders on, because I was looking for Title 49. I believe what's going on is that the pages to which you referred me are the official documents, whereas the eCFR is not. The latter is essentially a final draft. So, the eCFR already has all of this year’s editions of the CFR, whereas the official documentation lacks, for instance, Title 49, because they issue that nominally in October.
