They are referring to the return to secular equilibrium of the entire U-238 and U-235 decay chains. It takes at least 20,000 years to even get close to it.

P.S. I’m not sure what they mean when they say that "the radioactive material gets hotter over time”. Maybe they’re referring to the ingrowth of Pa-234 + Th-234 after centrifugation?
