I cannot recognize from your message, whether the instrument is still
working and not, whether you want to scrap it.

I do not know this instrument, but I guess that it must be easy to remove
the radioactive source (I think it is Ba-133). What to do with this source
depends on its activity and the regulations in your country. The rest of
the instrument is of course "non-radioactive" and can be disposed of
easily. Best that you contact Packard. 

If the instrument is still working and you just want to get rid of it, you
might consider to donate it to a lab in a developing country or in the
former Eastern block.
