Why do we have to ceaselessly flagellate ourselves about the so-called 
"collective dose" effects associated with energy and weapons production and 
remediation and associated releases, but focus only on negligible individual 
doses associated with government searches and medical procedures?  Isn't the 
potential collective dose associated with activity pretty large?
