International Radiation Protection Rules for Extremity Dose in year 2000

Is it true that extremity dose limit is/will be 250 mSv for some
countries in Europe?
I know that the "Council Directive 96/29/Euratom of 13 May 1996 laying
down basic safety standards for the protection of the health of workers
and the general public against the dangers arising from ionizing
radiation" establishes 500mSv for the EU, but does not preclude member
states from promulgating rules for lower standards which I am told is
occurring.
Are there any EU member states extremity limits below 500 mSv now or
effective later in year 2000?
