I agree completely with Bob's comments. That is why I made the 
following statement "What we can ask though, is that the regulator be 
conscientious when dealing with issues originating from those they 
regulate. Interject reality into the equation." I suppose the 
difference is being a primary educator, as Mark suggested, and my 
thoughts, echoed by Bob, that the NRC is an indirect educator, 
through the actions they take. How they react is the message that is 
sent. I firmly believe that they should never become a direct 
educator though, for the perception would be worse than the current 
problem we face.
