I agree with you somewhat, Franz, with regard to Emil's argument about 
raising the limit.  However, that is why I included the sociopolitical 
challenges in my argument.  Our protagonists are adamant that ALARA means 
ALAP, in other words none is better some.  Our protagonists have been 
somewhat successful in swaying public and political opinion using emotional 
arguments and the power of a sympathetic or profit motivated media.  
Therefore, I find it doubtful that limits will be raised in the U.S.A in the 
near future.  That is why I perceive a demand for HP specialists now and in 
the immediate future.
