Sorry, I'm not buying this one.  This is one of those "urban legends" that
crops up every year or so.  Although I'm no fan of some of Uncle Sam's back
room activities, this one proved to be false in 1998 and in 1999.  I can't find
bill 602P anywhere in the Congressional record.  When did CNN report this? 
This call to arms is a false alarm.
