49CFR173.443 (c) is the governing regulation.  You must be less than 0.5
mRem/hr on contact with any accessible surface of the vehicle.  Be sure to
include all appropriate radiations since it does say mRem.  That usually
means open window beta also.  There also must be no significant removable
surface contamination (< levels in 49CFR173.443(a).

In practice, a direct frisk with an RM-14 or equivalent pancake probe to
<100cpm over background plus swipes to less than 1000 dpm/100cm2 is a widely
used and accepted method to meet the regs.

Since this is a survey, you have to take into account what was last on the
truck or even prior to the last load if you have suspicion of other nuclides
presence.  Evaluate each circumstance separately and physically survey
accordingly.  In otherworlds, if you can reasonably evaluate that no alpha
emitters were transported on the vehicle, you have effectively surveyed for
alpha.  Otherwise, get out the appropriate meter.  Judgement may be used to
your comfort level as long as you can back it up.
