Short answer:

Other DOE facilities separate Pu from U and  fission/activation products creating "dirty U" --- which is not just U/EU/DU.

In order to get the most use out of the "feed stock", the decision was made to "recycle" separated U back into the beginning of the enrichment process.  'Didn't say it was a "good" decision.

Hence, Pu, Np, etc., etc. in Paducah

This has been borne out in some of the documents made public re: Paducah.
