I guess, it was a long time ago.

Now, we got our selves in such position, that public won't accept our 
measurements unless we just don't do them at all. ;-)
Some groups are much more afraid and "distrusty", it calls paranoia.
I agree, now in some situations it is better to avoid unnecessary 
measurements.
