While that's a lovely little thought, it is the "public" who pays the 
agencies' salaries.  It is the public who elects the politicians who 
basically pull the budget strings of most agencies.  That is, if John Q. 
Public wants to spend his money looking for fairies, he can, through 
political pressure.  If you don't want the agencies "wasting" your tax 
dollars to appease the public, I suggest you contact your political 
representatives.
