Re: Basis for Reg. Guide 1.86 limits?




Adding to the list of possible reasons:

I looked through my old notes and ran across the following (no reference
given)-

Normal background levels on uncontaminated surfaces, exclusive of fallout
from weapons testing, are in the range 5 to 50 pCi/100 cm^2 (primarily K-40
and radon decay products). Since a contamination level of 450 pCi/100 cm^2
(approximately 1000 dpm/100 cm^2 using a GM pancake with efficiency equal
to 0.1 count per disintegration) represents a level 10 to 100 times greater
than normal surface background levels, there is justification for control
at this level if spread of contamination is to be minimized.

Does anyone know what the original basis for the contamination limits in
Reg.
Guide 1.86 was?  Some possibilities...

Dose Based?
Detectability?
Old Military, DOE, or DOD Standard?

I would love a reference that discusses this but would be glad to hear
qualified opinions.
