Re: Basis for Reg. Guide 1.86 limits?




Just a note that the 1.86  (1974) contamination limits re-appear in
subsequent Regulatory Guides (units change, footnotes get added):

8.21 (1979) Health Physics Surveys for Byproduct Material at NRC-Licensed
processing and Manufacturing Plants; page 8.21-11, Table 2, Unrestricted
areas.

8.23 (1981) Radiation Safety Surveys at Medical Institutions; page 8.23-9,
Table 3.

The background story is probably to be found in a couple of the earliest
references given in 8.21:

NCRP 8 (1951) Control and Removal of Radioactive Contamination in
Laboratories

NCRP 10 (1952) Radiological Monitoring Methods and Instruments

A hint can be found on page 8.21-3 of 8.21:

"...the primary concern is to avoid internal exposure resulting from the
intake of loose radioactive material by inhalation, ingestion, or skin
absorption. Also of concern is limiting contamination to areas where it can
be controlled and maintaining contamination levels low enough that leaks or
failures in control equipment can be detected as early as practicable."

Does anyone know what the original basis for the contamination limits in
Reg.
Guide 1.86 was?  Some possibilities...

Dose Based?
Detectability?
Old Military, DOE, or DOD Standard?

I would love a reference that discusses this but would be glad to hear
qualified opinions.
