I believe the hypen is generally used for double adjectives. I believe the
use of the hyphen character can be found in several text books.
Examples would be dose-rate instrument vs. dose rate.
NIST-traceable source vs. traceable to NIST. I think when we say, "NIST
traceable" with out a following noun, we're essentially using HP slang, not
correct english.
I belive leak testing is the combination of an adjective and a verb and
would not require a hyphen. If someone were to ask, "what are the
leak-testing requirments"? I think the hyphen would be applicable in that
case.
Additionally, sometimes you'll see inconsistency in the use of the hyphen
for words with "re" or "pre" as a prefix. I was told many moons ago to use
dictionary as a guide to see what was acceptable. I realize this doesn't
quite apply to the use of double adjectives.
