This is a well thought out note.  Any TLD can "resolve" 1 mrem above the average of
the associated controls, it is another thing to ensure that it is
occupationally-related dose.  This would require the type of field reviews
mentioned by Sue.  If these reported measurements are not facility-related work but
are simply due to area variations, what good is a minimum reportable dose of 1
mrem?  Basically, the false positive rate is not being evaluated until the client
starts efforts like Sue performed.
