I do not arrive at this interpretation.....173.4(a) "...that also meet one 
OR more of these hazard classes,"  Seems to indicate single hazard class 
shipments as well as those with multiple hazards.

After review of this section of the reg I am not quite sure either, 
although it seems that Class 7 materials are limited by activity and not 
weight.....I need to clarify this.
