Tokaimura - Health effects?

Dear Colleagues

Has there been a review of the health effects of the Tokaimura 
criticality accident?  I am looking for something which provides 
some interpretation and commentary rather than just a historical 
day by day account.

I have heard that there was a good review in the Health Physics 
Newsletter recently?  I am not a member of the HPS (although I 
subscribe to the Health Physics Journal as a UK member of IRPA) 
but I do not get a copy of the Newsletter.
