The airline rules do cover checked baggage as well. If you look at 
any airline website, or, the information in their magazine they have 
on-board, or the ticket information packet, they state that 
radioactive materials may not be brought on board. 

In my opinion, they are not talking about exempt quantities, and 
would not be concerned by carrying less than exempt quantities on-
board an aircraft.
