I shipped a small amount of H-3 to France two years ago by Emery Worldwide
(ER). It took me a few months to ship it. I didn't know and I started to
deal with one carrier and when it didn't work I started to work with next
carrier. At the end I was able to send it through ER. I just wished that I
had started with them first. I dealt with the Haz Mat specialist in the ER
HQ and shipped from local ER office according to his instruction. According
to my recollection, those EU countries had different interpretation of
"Limited Quantity of material". I meant small quantity but it was taken as
large quantity. They kept telling me that they do not accept that quantity.
It seemed like that there was some confusion among the same carrier offices
in different countries.

In addition to an international airbill, I had to fill out a "Commercial
Invoice" for customs office. This form was obtained from local ER office (I
believe). My description of material was like this "stable tritated hydrogen
compound for medical research" and used UN 2910 RAM, excepted package,
limited quan. of mat..
