It is my understanding that you are a "former" NRC employee and that 
you were employed there to practice law and not health physics.  You 
should know that with or without the endorsement of the NRC the 
states may or may not choose to stockpile KI.  Does it suprise you 
that most don't?  It isn't a matter of cost.  You should continue to 
practice law and leave the health physics and emergency planning to 
those that are trained in those areas.  I promise I won't tell you 
how to practice law.
Your agenda on this topic is misguided.  I am sure you have heard all 
of the reasons why states do not want to stockpile KI but you have 
chosen to ignore them.  If emergency response to reactor accidents 
were as one dimensional as you are, and I-131 was the only isotope 
that could be released I am sure you would have a lot of support.  
But emergency response is not one dimensional.
I apologize in advance to the list.  It is hard not to be annoyed by 
people like Mr. Crane when you continually find that your education 
and experience are not equal to a law degree or acting experience 
when it comes to doing your job.
