Lester Slaback has pointed out an error in
my previous post on this subject.
30.18 does allow the transfer of exempt
quantities without a license to do so, as long as it is not for the purposes of
COMMERCIAL DISTRIBUTION. For example unlicensed researchers can transfer
otherwise non-radioactive samples that have been activated during neutron
scattering studies.
I stand corrected.
