Back in the 1970s, a Japanese utility [it may have been Kansai Electric} shut 
off the electric supply to a town opposing the siting of a nuclear plant and 
issued a press release that the interuption of electric supply was taken so:

"That they may keenly appreciate the need for electric energy..."

This was reported in Environment Magazine circa 1972.
