Also, it would actually be the 22 dpm/cm^2 limit in question.  The package 
was from a pharmacy...Even if it was not Tc-99m, as was contained in the 
package, there would be nothing possessed or used at either licensee's 
facility to reasonably conclude there might be an alpha emitter contaminating 
the package.
