I have NRC's 10 CFR PART 20 training manual, Rev 0793, and under examples
of 20.1906 (p. 20.1906-9), Procedures for Receiving and Opening Packages,
the limits per cm^2 are given followed by this statement:
"In both cases, the swipe is taken over a 300 cm^2 area and averaged."
