5pCi/gm of what?  All radioactivity, or some specific radionuclide(s), or
what?
As I recall, one level that has been suggested for de minimis, BRC, or
"essentially non-radioactive",
was anything < 1.0 nCi/gm (1000 pci/gm)--  regardless of the radionuclide.
