No: The amount of K-40 in the potassium hydroxide present in the developer
is without doubt too small to affect film being developed, especially since
it is dissolved in a large amount of water and the contact time with the
film is just a minute or so. No chance for fogging! Of course the potassium
hydroxide could be exchanged for sodium hydroxide, because the only purpose
of it is to achieve the right alkaline pH of the developer, which NaOH
would do as well......
