RE: Hospital Radwaste in the News

It seems to me that there are regulatory issues present regardless of
whether or not an incident takes place. Ignoring momentarily the issue
of the city having a storage for decay license, the DOT implications
are at best confusing. This material can be transported without
manifesting it as radioactive material (assuming it is greater than
.002 uCi/gm) IF the cognizant regulatory agency issues an exemption
document for each shipment. It could also be interpreted that the
driver must have a CDL with a HazMat certification.

This is of course my interpretation of the regs (although I have
discussed it with DOT in the past). I hope the city has done its
homework and checked with state regulators, NRC and DOT.
