Brian:  A classic work in this area was done about a quarter century ago by
Jack Healy at LANL.  Look up "A Proposed Interim Standard for Plutonium in
Soils"  LA-5483-MS.  He also published a followup work "An Examination of
the Pathways from Soil to Man for Plutonium" LA-6741-MS.  Good luck.
