Otto is right, but to add to that: 

There are ~50,000 within 2.5 km, and 36,500 outside 2.5 km. 

This a "sample" of the 1950 census with 280,000 claim to be exposed (~50% of
those within 2.5 km and 25% of those beyond 2.5 km). Per RERF with the
(questionable) DS86 dose estimates, at 2.5 km the in-air kerma doses for
Hiroshima is ~1 rem and Nagasaki ~2 rem. For the "sample" group, each
individual has a calculated estimated dose from the location and conditions
at-the-time-of bombing.

(There is supposedly a negligible fallout component, even to the distant
group.)
