Setting Up Bioassay Lab

I'm looking for information related to the costs of setting up and 
operating a small bioassay laboratory,  primarily for uranium and 
plutonium, e.g., equipment, personnel, etc.   I've checked the RADSAFE 
archives,  but the numerous messages there do not address my needs.
