The data you provide, while informative, doesn't address why there 
are any restrictions on individuals who remain less than regulatory 
limits. While any facility may impose an administrative limit, there 
should be some logic, and generally, administrative limits are used 
to ensure that no regulatory limit is exceeded. There is a disconnect 
here, between regulatory limits, and, a limit where there is no 
regulatory requirement.
