This is Casey from WIPP. We had that same problem several years back. We
answered it by always recording the actual reading in dpm, whether it was
below the limit or not. One of our Rad Engineers calculated the MDA for each
instrument. If the reading is less than that calculated MDA, we record the
reading as zero in accordance with our approved survey procedure. We haven't
ever had a problem with that question since. If you want a copy, I'll send
