Dear Ed:

Not only is there no such protocol, but it would be inaccurate and
misleading.  If your I-131 user has no NaI detection system, does he have a
camera?  If he has a camera, he has a NaI detection system.  If not, maybe
he'd better refer the patient elsewhere.
