Activated concrete at Chicago's breakwater?

A former physics teacher told me recently that he'd heard of concrete blocks used as breakwaters at Chicago's lakeshore that previously had been used as shielding ? for an old accelerator, and that readings above background could still be observed near them.
I promised to look into it but have found no one who knows about them.  Is this just a story?
