This seems to be snake oil.  Mobile phones power up and down depending on how far they are from transmitters and the prevailing signal strength.  Any
attachment which limits emissions from the aerial, even if in the direction of the head only, may cause the phone to increase power to compensate for
reduced signal strength.  It is useful to recognise that the body of the phone is also an important radiator as well as the aerial.

The WHO fact sheet No. 193 (www.who.int/inf-fs/en/fact193.html) states "scientific evidence does not indicate any need for RF-absorbing covers or
other "absorbing devices" on mobile phones.  They cannot be justified on health grounds and the effectiveness of many such devices in reducing RF
exposure is unproven."
